What's happening?

We’re getting the project “shovel-ready”, which means doing the design work and lining up all the necessary planning requirements in anticipation of funding for the construction becoming available.

Funding has not been approved to proceed with construction. By completing all the design and planning, the project will be in a better position to be successful when applying for construction funding from federal programs.

Planning for the project includes ensuring there is a relocation plan ready for tenants of the existing buildings.

The multi-storey affordable housing development proposed to be built at 1190 Hilliard Street was identified as part of Phase 1 in the updated Capital Financing and Community Revitalization Plan (CFCR Plan) approved by City of Peterborough Council and the Peterborough Housing Corporation Board early 2023.

Funds to bring the project to “shovel ready” status were approved by Council in Report CSSS24-019 dated September 16, 2024.

In 2025, a consulting team was retained to prepare the required drawings and documentation to advance the project to shovel-ready status.

The property currently has 28 residential units. The proposed development will provide 141 units with a mix of one, two- and three-bedrooms units, including 86 one-bedroom units, 30 two-bedroom units and 25 three-bedroom units. The proposed building will also provide a Daycare, Community Amenities and Offices for support services. The Site design proposes a 3 storey-building facing Hilliard Street and a 9 storey-building on the south side of the site facing the Bears Creek Woods. The two buildings will be connected at ground floor level through the main lobby, the ground floor level will also have space for a daycare centre.. The property will provide outdoor areas for community and daycare use along with surface parking and additional parking will be provided underground. Two driveways to access the site will be provided from 1190 Hilliard Street.

The project is in the design development stage and compliance reviews in regard to zoning and planning requirements have been completed.

A drop-in session will be held on January 22, 2026 for current residents of 1190 Hilliard Street PHC property.

Community Information Update - Winter 2026

A mailout postcard will be sent out to the surrounding community with an information update.

As part of the project process, we will be sharing information about the project on this webpage and also hosting a series of meetings for current residents and one for the community. Feedback will be collected at these meetings and also from the Q&A section below to ensure the project meets the community's needs. The Q&A section can be found at the bottom of this page.

    The project is currently in the planning phase and construction start is dependent on securing funding.
