Draft CPP By-law Feedback

This survey is your opportunity to explore the draft Community Planning Permit (CPP) By-law and share your feedback. The CPP By-law will replace the City’s existing Zoning By-law and establish new rules for how land can be used and what types of buildings can be developed across the city. The CPP By-law will implement the Official Plan’s vision and policies.

The survey will take approximately 20 minutes to complete, though your time may be shorter depending on how many sections you choose to provide responses. 

This survey is intended to gather general feedback on the draft CPP By-law based on a summary of key elements. It is designed for people who may not have read the full draft CPP by-law - you do not need to read the full draft CPP By-law to participate in this survey. If you would like to provide detailed or technical comments, please review the draft CPP By-law and email your submission to PlanPTBO@peterborough.ca.

Your input is essential to finalize the CPP By-law, which will be brought forward for Council approval in Spring 2026.

The draft CPP By-law groups maximum building height into three levels:

Class 1 — height is allowed automatically

Class 2 — City staff can approve a small height increase

Class 3 — City Council may approve bigger height increases

If a project wants to be taller than the Class 2 limit, it needs Council approval. In some cases, Council can allow extra height in exchange for public benefits, like affordable housing.
