Why was this intersection chosen for improvements?

    This intersection was identified to require improvements as part of the draft plan approval within the Lily Lake Secondary Planning area. The improvements are required to support the growth and development in the surrounding area for all users including drivers, pedestrians, cyclists, and persons with mobility aids.

    Why is a roundabout not being proposed at this time?

    The City evaluated the feasibility of a roundabout early in the project process. It was ultimately established that a roundabout at this location would present various challenges including adequate accommodations for people walking, biking, and using mobility aids. Accommodating all users including pedestrians, cyclists, and persons with disabilities through a roundabout poses many challenges and would require a broader active transportation network than can currently be implemented at the intersection as part of this project.

    There is also a need to improve this intersection to accommodate both the existing traffic, and the planned growth and development in the area, while addressing the immediate needs of both vehicular and active transportation users.

    How will traffic signals prevent long back-ups?

    Traffic studies and models have been completed to determine the current and future anticipated traffic flows at the intersection, including the times of day when certain traffic movements are much heavier. The traffic signals will be equipped with a traffic monitoring system that will monitor and adapt to heavier traffic movements, particularly at peak times in the morning and afternoon when traffic volumes are higher.

    Will the project include pedestrian and cycling access connections along Fairbairn Street and Towerhill Road?

    This project includes a multi-use path on Lily Lake Road extending from York Drive to Fairbairn Street.

    What is the expected timeline for construction, and can it be accelerated?

    Construction is currently planned for 2027. This timing allows for detailed design, utility coordination and relocations, and property needs.

    Will Towerhill Road be resurfaced as part of this project?

    Though improvements will be made to Towerhill Road within the limits of the intersection reconstruction, the resurfacing of Towerhill Road beyond the project limits is not included in the scope of this project. Road resurfacing projects are considered separately, and are approved through Capital Budget requests each year.

    How will feedback from the community be incorporated into the final design?

    Once the consultation period closes, the project team will review each comment, question, and all other feedback received during the consultation. Feasible feedback will be incorporated into the detailed design phase of the project in 2026, with construction anticipated to occur in 2027.
