Transportation Safety Program
Project Background
The City of Peterborough is taking an important step toward creating safer, more comfortable streets for everyone, whether you walk, cycle, drive, or take transit.
Building on previous initiatives such as the Transportation Master Plan, Neighbourhood Traffic Calming Policy, speed limit reductions, and Active School Travel programs, the City is developing a comprehensive 15-year Transportation Safety Program (TSP). This plan will guide how road safety is improved across the community in a coordinated, proactive, and sustainable way.
While progress has been made, traffic-related collisions continue to impact residents. Between 2019 and 2025, the city recorded an annual average of 150 injuries and 2 fatalities from traffic-related collisions, with an average of one collision occurring every six hours. These numbers highlight the opportunity to take a more integrated and forward-looking approach to safety.
The TSP aims to substantially reduce traffic fatalities and serious injuries through a data-driven, Safe System approach that emphasizes stakeholder and public engagement, inclusiveness, and political commitment. The plan builds on previous safety initiatives and seeks to enhance road safety for all users, irrespective of their mode of transportation. This coordinated approach brings all safety partners together to collaboratively measure road safety performance using a data-driven approach, establish a common set of objectives and emphasis areas, develop solutions that consider the needs of all road users, agree on actions to address problem areas, and measure the outcomes of the actions.
Key Components
The key components of the TSP include:
- Review and assess the City's existing operational safety program and community engagement strategies;
- Establishment of a Technical Advisory Committee and Stakeholder Advisory Committee, functional groups with a clear mandate and operating procedures;
- Developing a vision and goal for the TSP in consultation with the project stakeholders and the public;
- Identifying emphasis areas through a data-driven approach and in consultation with the stakeholders and the public;
- The collaboration and liaison between stakeholders to improve efficiencies, reduce redundancies and prioritize new initiatives;
- The incorporation of safety assessment into existing plans and the City's planning and design process;
- Conduct evidence-based data-driven analysis;
- The development of a suite of initiatives/treatments to address emphasis areas that are applicable to Peterborough’s local context;
- The identification of optimal sites to implement site-specific treatments in a short (3-year) timeframe;
- The development of a detailed 15-year capital plan for the implementation of the study recommendations;
- The development of an evaluation and monitoring plan to assess the TSP's success; and
- The development of a financial plan to identify the resource needs and funding opportunities.
How to get involved
The TSP relies on meaningful engagement from residents and local organizations to ensure it reflects the experience of those who work, live, and play in Peterborough. Insights and knowledge can be shared with the City and project team in several ways:
- Online surveys and interactive mapping tools were developed to collect feedback about your experience with road user safety and to identify high risk locations. The survey and mapping tool can be accessed below;
- Two Public Information Centres (PICs) will be hosted to learn about the road safety risks and challenges you experience, and to collect feedback on the study recommendations;
- We will attend two pop-up engagement sessions at various community events to collect feedback on road safety challenges and on the study recommendations; and
