About our Plan
The purpose of a Municipal 10-year Housing and Homelessness plan is to develop a long-term plan that guides how local housing and homelessness services are delivered. The plan ensures Peterborough takes a coordinated, strategic, and accountable approach to meeting local housing needs.
The City of Peterborough is updating their 10‑Year Housing and Homelessness Plan, which supports the City and County. As a provincial requirement the plan was originally established in 2014 with extensive input from community members, including people with lived experience, housing providers, and local support organizations.
A formal 5‑Year Review was completed in 2019, reaffirming the ongoing need for coordinated, long‑term action. As the designated Service System Manager, the City of Peterborough is responsible for developing and implementing this plan, with a core goal of reducing homelessness across the region.
Over the last decade, the Plan has guided key initiatives such as expanding emergency shelter capacity, funding supportive housing programs, increasing access to rent supplements to help people stay housed, and creating more permanent supportive housing—particularly for individuals who are chronically homeless. These efforts have helped strengthen the local housing and homelessness system, but significant challenges remain. Like many communities across Canada, Peterborough continues to face rising housing costs, growing pressure on shelter and support services, and persistent barriers to housing stability. The plan has supported the growth of social and affordable housing programs, including investments in maintaining existing social housing stock, developing new affordable rental units, and partnering with non-profit and private developers to increase long‑term, below‑market options for residents with low and moderate incomes.
To respond to these realities, and support future federal and provincial funding opportunities, the City and County are developing a new 10‑Year Housing and Homelessness Plan to guide actions from 2027 to 2036. This updated plan will focus on improving housing affordability, expanding supportive and transitional housing options, strengthening homelessness prevention programs, and enhancing collaboration across all levels of government, Indigenous partners, and community organizations.
As housing and homelessness pressures intensify, community input is essential. This project page provides opportunities for residents, service providers, Indigenous partners, and people with lived or living experience to share their perspectives and shape the actions within the four goals that will define the next decade. Your feedback will directly inform the development of the draft plan before it is presented to City and County Council.
