The City of Peterborough created a new Climate Change Action Plan (CCAP2.0) that charted a pathway to lower greenhouse gas (GHG) pollution produced from community sources. The CCAP2.0 is now aligned with the Climate Emergency Declaration passed by City Council in 2019 that targeted net-zero community GHG emissions by 2050.

To achieve reaching net-zero emissions, the CCAP2.0 identified several measures and policies to be taken by the municipality to enable community mitigation. Seven 'Big Moves' were developed by the project consultant Sustainability Solutions Group that addressed key community sectors, such as:

Land Use: transform urban design and land use to implement sustainable actions to achieve higher densification.

Green Buildings: built environment minimizing energy usage through swapping out fossil fuel energy sources for space heating and cooling, water heating.

Energy Supply: shift away from fossil fuels to renewable energy generation via local energy production.

Sustainable Transportation: public transit and active transportation are expanded with the use of electric and hydrogen vehicles for commuting as well as for freight and off-road vehicles.

Industry: reduce energy intensity of the sector.

Waste: accelerate waste diversion and incorporate circular economy principles into the waste sector.

Forestry and Carbon Capture: enhance urban forests and implement carbon capture strategies when feasible

Extensive community engagement was undertaken to provide input into the CCAP2.0. The engagement was vital to making the Plan fit the Peterborough context.

The CCAP2.0 was adopted as the official community climate change action plan by Peterborough City Council on April 7, 2025.

    In 2016, the City Council adopted its first community Climate Change Action Plan (CCAP) that aligned with lowering greenhouse gas (GHG) emissions by 30 percent by 2031. The CCAP was developed after consultation with residents to identify mitigation measures that could be deployed by the City to achieve the reduction target. The CCAP included multiple strategies covering several sectors such as buildings, transportation, food, waste, and land use.

    In September 2019, City Council passed the Climate Emergency Declaration in September 2019 which revised the GHG emission reduction goal to 45 percent by 2030 and net-zero by 2050. The CCAP was subsequently considered to not be sufficient to meet the updated mitigation goal due to the limited number of and aggressiveness of actions to elicit achieving net-zero.
