Project Overview
The reconstruction of Charlotte Street from Park Street North to Water Street is an important investment in Peterborough’s downtown. For more than 200 years, Charlotte Street has served as a central corridor in the city – connecting the downtown core to the rest of Peterborough. This project is designed to help Charlotte Street meet the needs of Peterborough’s future by improving essential flood infrastructure while modernizing and reimagining the street at ground level. Together, these improvements will help Charlotte Street grow to support the community for years to come.
The City has already taken steps toward this vision through the development of conceptual designs for Charlotte Street. In 2025, the City completed the Charlotte Street West(Park Street to Aylmer Street North) Streetscape Project, which established a vision for a modern, inviting, and accessible corridor. Earlier, in2018,the City completed a conceptual streetscape design for Charlotte Street East(Aylmer Street North to Water Street) which focused on creating a flexible corridor to support easy movement with the ability to easily transform the space to support community events and public gatherings.These concepts were developed in consultation with downtown business and property owners, members of the community, and various other stakeholders to help ensure theconcepts reflect local needs and priorities. Building on this work, the current project will use these conceptual streetscape designs as the foundation for the detailed design forCharlotte Street from Park Street North to Water Street.Once detailed design is complete, the plan will be delivered through the reconstruction of Charlotte Street.
What is happening?
To support the detailed design process, field investigations are currently underway to help us better understand existing conditions above and below ground within the project area. We also want to hear your feedback to help inform the design, please complete our survey below.

Complete the public survey on Charlotte Street East (Aylmer Street North to Water Street) and help us understand how you use Charlotte Street East and your priorities along the corridor.
Geotechnical Investigation: July 20, 2026 to August 14, 2026
The geotechnical investigation will involve utility locates, hydrovacuum excavation, and drilling of boreholes. The test pit locations will primarily be located within the on-street parking to avoid disruption to traffic. Please note that Charlotte Street remains open and efforts have been made to minimize disruption to the public. You can expect to see traffic control measures within the project limits and some of the parking spaces may be occupied or blocked off temporarily to accommodate the investigation. 2026 Field Investigations
Field investigations commenced in May 2026 and are expected to continue throughout 2026.During this time, you may experience minor road closures or temporary disruptions. You may also notice survey markings, utility locates, street signs, or workers and equipment in the area. This project builds on the conceptual design for Charlotte Street East (Aylmer Street North to Water Street)completed in 2018, which focused on creating an accessible corridor with shared spaces for pedestrians, cyclists, and vehicles, while also providing a flexible public space that can be easily adapted to accommodate community events.
The survey builds upon the concept design, and feedback received through earlier engagement efforts. Your input will help us verify the results of the previous consultation, understand how you use Charlotte Street East, inform the development of the detailed design, and support decision-making.
This survey should take about 10 minutes to complete.
