Final Draft City-Wide Community Planning Permit By-law - June 22, 2026

The final draft of the Community Planning Permit (CPP) By-law is now available for public review. The final draft includes formatting updates and minor revisions to the interim draft CPP By-law that was posted on Connect Peterborough on June 5, 2026. The final version incorporates changes made in response to community feedback received since the initial draft by-law was released in January 2026.

The final draft CPP By-law will be presented to Council, sitting as General Committee, for consideration on June 22, 2026 and final approval on June 29, 2026.

A New Way to Regulate Development in the City of Peterborough

As the City of Peterborough continues to grow, the City must modernize how development is regulated to better align with the vision of the Official Plan and to integrate the community’s evolving priorities.

The City is developing a City-wide Community Planning Permit System (CPPS),Community Planning Permit By-law, and necessary enabling policies in the Official Plan. This project builds on discussions with the community held during Fall 2024 and Winter 2025 relating to the Planning for the Future of Our Strategic Growth Areas project, and the engagement approach will align with Rounds 4 to 7 of that project.

The CPPS will replace the City’s Zoning By-law and regulate how land is used, and create a framework for development and redevelopment approvals for all lands within the City. The CPPS is a land use planning tool which combines three current development approval processes (Zoning By-law Amendments, Minor Variances and Site Plan applications) into one single application and approval process. The resulting CPP By-law, will ultimately provide development regulations that align with the Official Plan’s vision for new development and redevelopment.

This project stems from the work completed on the City’s Strategic Growth Areas to support these priority areas of growth. Visit Planning for the Future of our Strategic Growth Areas to learn more about that project.

    This survey is your opportunity to explore the draft Community Planning Permit (CPP) By-law and share your feedback. The CPP By-law will replace the City’s existing Zoning By-law and establish new rules for how land can be used and what types of buildings can be developed across the city. The CPP By-law will implement the Official Plan’s vision and policies.

    The survey will take approximately 20 minutes to complete, though your time may be shorter depending on how many sections you choose to provide responses. 

    This survey is intended to gather general feedback on the draft CPP By-law based on a summary of key elements. It is designed for people who may not have read the full draft CPP by-law - you do not need to read the full draft CPP By-law to participate in this survey. If you would like to provide detailed or technical comments, please review the draft CPP By-law and email your submission to PlanPTBO@peterborough.ca.

    Your input is essential to finalize the CPP By-law, which will be brought forward for Council approval in Spring 2026.
