Project Overview

The City of Peterborough launched the “Calm Streets PTBO” initiative in 2020. Through this initiative, a new Traffic Calming Policy and Toolkit were developed to guide how City staff consider requests for traffic calming measures made by residents on Local Streets, Low Capacity Collectors, and High Capacity Collectors in residential neighbourhoods within Peterborough. The Traffic Calming project also resulted in a Toolkit (or menu) of solutions that the City will consider for use in Traffic Calming projects.

Phase 2

The City of Peterborough continues to address community concerns about traffic as it begins Phase 2 of Calm Streets PTBO, studying an additional three areas to establish potential traffic calming opportunities. The City is beginning studies on:

  • High Street between Lansdowne Street and Sherbrooke Street
  • Highland Road between Chemong Road and Fairbairn Street
  • Whitefield Drive, Golfview Road, and Silverdale Road

The City and its consultants will assess current conditions in each of the Phase 2 pilot study areas and apply the Neighbourhood Traffic Calming Policy to produce a Traffic Calming Plan. The Traffic Calming Plan will be informed by conversations and input from residents, business owners, and property owners in the study areas. Opportunities for feedback will include online questionnaires, community workshops, and outreach from the Calm Streets PTBO ambassador team.

  • Neighbourhood Survey and Phase 2 Council Report

    Thank you to everyone who participated in the neighbourhood surveys for Phase 2. City of Peterborough staff are currently reviewing the results and will present a report to Council with recommendations on whether to proceed with a trial version of the traffic calming plans based on community support.

    The Phase 2 Neighbourhood Traffic Calming Study recommendations will be at General Committee at its meeting of Monday, July 18. Recommendations from this General Committee meeting proceed to City Council on Monday, July 25.

  • Neighbourhood Traffic Calming Plan Survey

    The City of Peterborough (City) has developed traffic calming proposals for three neighbourhoods as part of its Calm Streets PTBO Program. The City is surveying area residents to assess interest in implementing the proposed plan(s) for their neighbourhood. City staff will tabulate the survey responses to determine the level of support and present the findings to City Council this spring for approval.

    You can review the proposed traffic calming plans as follows:

    • High Street between Sherbrooke Street and Lansdowne Street (Ward 1)
    • Highland Road between Fairbairn Street and Chemong Road (Ward 5)
    • Whitefield Drive, Silverdale Road, and Golfview Road (Ward 1)

    Properties in the three areas have been mailed information about the study, a copy of the proposed traffic calming plan(s) for their neighbourhood, and a survey questionnaire (with a pre-paid postage return envelope). Residents who received a survey in the mail are asked to provide their feedback in one of two ways:

    1. Complete the survey online (PREFERRED). Please note! To complete the online version, you must enter the unique Survey Number found in the top right corner of the printed survey questionnaire you received in the mail.
    2. Fill in the paper copy of the survey questionnaire and mail it back to the City in the return envelope provided.

    Only residents in the study area with a unique Survey Number are eligible to participate. Only one response per property will be accepted.

    Please complete and return the survey by May 23, 2022.

    The City of Peterborough is working to address community concerns about traffic as it continues Phase 2 of Calm Streets PTBO, studying an additional three areas to establish potential traffic calming solutions. The City will be hosting an additional workshop for the Whitefield, Silverdale, and Golfview study area on April 5th, 2022 at 6:30 PM. The purpose of this meeting is to:

    • Present and gather feedback on the revised draft traffic calming plan, prepared in response to comments received at the last neighbourhood meeting held on March 1, 2022
    • Answer questions from the community

The City will be hosting the second round of virtual public workshops on Zoom for residents of each study area in March 2022. The purpose of these meetings is to:

  • Phase 1 Implementation and Phase 2 Study Commencement

    Phase 1

    City Council met on May 25th and approved the Traffic Calming Policy and the five Phase 1 Pilot Neighbourhood Traffic Calming Study Plans. The council also approved the recommendations for implementing an education and enforcement program for at least 12 months for the Romaine Street (Town Ward) location, and that the Parking By-law and the Traffic By-law be amended to authorize the implementation of the 5 plans. Council approved the recommendation that the 2021 Capital Budget for the Traffic Calming Project be increased to $325,000 among other related items. The General Committee met on Jun 7, 2021. All motions including the above were carried.


    Phase 2

    The City of Peterborough's new Traffic Calming Policy provides City staff with a formal method of receiving, evaluating and addressing traffic calming concerns raised by residents. Following the success of the City’s Phase 1 Pilot Study which worked with 5 neighbourhoods throughout the City to develop traffic calming plans, the City is extending the pilot to Phase 2. The Phase 2 pilot study neighbourhoods are:


    • High Street (Ward 1 – Otonabee)
    • Highland Road (Ward 5 – Northcrest)
    • Whitefield Drive/Golfview Road/Silverdale Road (Ward 1 – Otonabee)


    The consulting team will assess current conditions in each of the Phase 2 pilot study neighbourhoods and will apply the Neighbourhood Traffic Calming Policy to produce a Traffic Calming Plan. The Traffic Calming Plan will be informed by conversations and input from residents. The outcome will be the Traffic Calming Policy and Toolkit that will apply to the City as a whole.

    Traffic Calming Policy Report: This report includes details about the traffic calming policy, the process, the tool kit and relevant background information about the traffic calming study.

    Pilot Study Report: This report provides details about the five pilot traffic calming studies.

    The five pilot study neighbourhoods were:

    • Westridge Boulevard / Cherryhill Road – Monaghan Ward 

    • Franklin Drive – Northcrest Ward 

    • Auburn Street / Dunlop Street – Ashburnham Ward

    Traffic calming concepts for each neighbourhood were created based on input from the community.

    Important changes are coming to the streets in your neighbourhood!

    Five neighbourhoods across the City of Peterborough have been identified as pilot study areas for traffic calming through the Calm Streets PTBO project! Draft traffic calming concepts were created inline with best practices and with input from the community for each of the five neighbourhood study areas.

    If you would like to learn about these proposed traffic calming concepts and share your thoughts as we move to finalize the plan, please join us for our last round of virtual workshops. Workshops are tailored to each neighbourhood study area and will take place in early December 2020. Workshops will take place on the following dates on Zoom:

    Ward 1 (Otonabee) - Sherburne Street / Morrow Street / Montgomery Street

    Ward 2 (Monaghan) - Westridge Boulevard / Cherryhill Road

    Ward 3 (Town) - Romaine Street
