About the Cycling Master Plan

The City of Peterborough has developed our first Cycling Master Plan outlining strategies to improve and grow cycling in the city over the next 20 years.

The new Cycling Master Plan:

  1. Identifies strategies to improve the current silver bicycle-friendly rating of the City to gold or platinum.
  2. Provides an updated Ultimate Cycling Network that maps crosstown and neighborhood routes, proposes modern cycling facility types, and outlines priorities for network development.
  3. Recommends updated design standards for cycling infrastructure, informed by the latest industry guidelines and best practices for cyclist safety.
  4. Proposes effective policy and programming to increase the visibility and acceptance of cycling as a preferred choice of travel mode.
  5. Offers recommendations for a maintenance program that supports and encourages year-round cycling.

Development of the Plan began in spring 2020. Throughout the process, the plan’s vision, objectives, targets, and recommendations were refined with contributions from public and stakeholder engagement. The documents section of this page holds background reports, results from public engagements, draft cycling network maps, and more, detailing the process. The vision, goals and scenario that lay the groundwork for the Cycling Master Plan were approved by City Council in July 2021, and the Cycling Master Plan was approved by City Council in March 2022. The approved plan was then integrated into the update of the City’s Transportation Master Plan.

The CMP development was conducted in accordance with the master planning process following the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment process (October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act. Recommended infrastructure projects will require further detailed studies as per the Municipal Class Environmental Assessment process.

The final Cycling Master Plan document, with associated appendices, is now posted in the documents section for 30-day review. Please send your comments to lstroud@peterborough.ca by May 8, 2023. A hard copy is available at the City of Peterborough Clerk’s Office and the Peterborough Library, for on-site review within business hours.

    I love to be outdoors and invent different ways to explore Peterborough all the time. In pre-pandemic days, I would resent days when I need to drive to work rather than walk or bike. It just didn't allow enough time outside before being in the office all morning. I started cycling year round in my 20's when I didn't have another way to get to work, other than walking, which took almost an hour.
